From 1990-1994, Norman Steisel was First Deputy Mayor of New York City. He was the CEO of the city government accountable for day-to-day management of all governmental operations, along with the supervising of a $30 billion yearly operating budget, and a 4-year $20B capital program. He reversed the decade-long trend of local taxes consuming a growing share of Gross City Product (GCP).
Norman Steisel was a Senior Vice President at Lazard Freres, and while there he funded transactions of over $2B. While at Lazard Freres, he served (pro bono) as the first Chairman of the School Construction Authority. The School Construction Authority is an independent authority chartered by New York State. They have the responsibility for the design, construction, modernization, and rehabilitation of public schools in NYC.
From 1974-1979, Norman Steisel served as New York City’s First Deputy Budget Director. He oversaw the enormous retrenchment in the city’s budget, workforce, and services. Additionally, Mr. Steisel guided the introduction of payroll, procurement, accounting, and integrated automated budgeting systems.
He was the Executive VP, Chief Operating Officer (COO) of the Philadelphia Stock Exchange (PHLX), and a vital member of their strategic management team. The Exchange was eventually sold to NASDAQ OMX. Mr. Steisel coordinated PHLX participation in transition planning and integration activities with NASDAQ OMX.

Norman Steisel is the Founder/CEO of EnEssCo Strategies, Inc. that provides consulting and management services to senior level executives of industries and firms in government-regulated sectors. These firms and industries are carrying out financial transitional, strategic, and operational functions. The Company pursues a wide assortment of “green” projects for industry as well as governments.
At Lazard Freres & Company, he was responsible for their municipal project and environmental corporate financing activities. As an advisor to numerous counties, environmental entities, and municipalities, he provided assistance with merger and acquisition activities, recapitalizations, as well as debt issuance.
Norman Steisel joined investment banking firm Lazard Freres & Company in 1986. He served as an advisor to a number of municipalities and counties and to several of the globe’s foremost air pollution control, hazardous waste remediation, water treatment, and waste disposal firms.
He served as Commissioner of Sanitation in New York City from 1979 to 1986. Mr. Steisel was accountable for all-around management of the $600 million enterprise.
