From January 1990 to December 1993, Norman Steisel was First Deputy Mayor of New York City. As CEO for New York City government, he was responsible for daily oversight of all operations of the government. Moreover, he was responsible for the oversight of a 30-billion dollar annual operating budget and a 4-year 20-billion dollar capital program.

Additionally, Mr. Steisel supervised New York City’s emergency-response activities. This included the coordinated response to the 1993 terrorist attack on the World Trade Center. He additionally oversaw the development and implementation of the Safe Streets program, a significant expansion of the police force and criminal justice system that resulted in a fifteen percent reduction in major crimes.

Furthermore, he directed the creation of a new agency to provide services and housing to the homeless.
