From January 1988 to December 1990, Norman Steisel was NYC School Construction Authority Chairman. The School Construction Authority (SCA) is the independent New York State authority responsible for the design, construction, modernization, as well as rehabilitation of public schools in New York, New York. Mr. Steisel was the School Construction Authority’s initial Chairman; he served pro bono.
As the Chairman, Norman Steisel oversaw the SCA’s founding. He recruited top agency executives; established the budget; developed staffing patterns, and directed implementation of project-management and cost-accounting controls and information-monitoring systems. Also, he directed development of architectural and construction-contract preparation, bid, and award procedures. One billion dollars of construction activity was taking place within the first year.
