From January 1990 to December 1993, Norman Steisel was First Deputy Mayor of New York, New York. As Chief Executive Officer for NYC government, he was responsible for day-to-day oversight of all operations of the government. Moreover, he was responsible for the oversight of a 30-billion dollar yearly operating budget and a four-year 20-billion dollar capital program.

Furthermore, Mr. Steisel oversaw the city’s emergency-response activities. This included the coordinated response to the 1993 World Trade Center terrorist attack. He also oversaw the development and implementation of the Safe Streets program, a major expansion of the police force and criminal justice system that resulted in a fifteen percent reduction in major crimes.

In addition, he directed the establishment of a new agency to provide services and housing to the homeless.
